Historic Panel on Victim Compensation Sworn In

The Panel of Experts on Compensation of Victims of Demonstrations, Public Protests, and Riots has been officially sworn in. This 18-member Panel, gazetted following a Presidential Proclamation, is mandated to oversee a national framework for the reparation and compensation of victims.

Comprising members from government, the private sector, human rights organisations, and civil society, the Panel is led by Principal Coordinator and Chairperson, Prof. Makau Mutua, with Faith Odhiambo Mony serving as Vice-Chairperson.

The Panel's crucial mandate includes designing a framework to verify, categorise, and compensate eligible victims. It will engage with families and key institutions to ensure an inclusive and fair process, and has the power to access information from state organs and summon persons to provide necessary documents.

Furthermore, the Panel will recommend reparations or prosecutions where evidence warrants, and propose legislative reforms to address the root causes of violent protests and policing culture. It is expected to deliver a final report at the end of its 120-day mandate.

During its inauguration, the Chief Registrar of the Judiciary, Hon. Winfridah B. Mokaya, commended the establishment of the Panel, urging members to act with courage and fairness to reaffirm the living spirit of Kenya’s Constitution.
Chairperson Prof. Makau Mutua stated, “His Excellency the President has taken a historic, unprecedented, and bold step to lead in the healing of our country... we shall execute our mandate with honour, rigour, and integrity.” The Panel is committed to a transparent process that restores dignity and promotes national healing.
